Следдипломното обучение се провежда по ред и условия, определени в Наредба на Министерство на здравеопазването
Следдипломното обучение включва:
• специализация
Специализацията е овладяване на основна или профилна специалност от номенклатурата на специалностите в системата на здравеопазването по определени учебни програми за определен срок, която приключва с полагане на изпит пред държавна изпитна комисия.
• продължителна квалификация
Продължителната квалификация е непрекъснато обучение след придобиването на правото за упражняване на професия. Под формата на курсове, индивидуално обучение, програми за професионална квалификация за придобиване на определена правоспособност, програми за дистанционно обучение. За продължителна квалификация се счита и участието в семинари, конгреси, конференции, симпозиуми и др.

 

Specialization

TRAINING AT THE MEDICAL UNIVERSITY-SOFIA FOR ACQUIRING A SPECIALITY IN THE HEALTCARE SYSTEM

Ordinance № 34 of 29.12.2006 for acquiring a speciality in the healthcare system defines the nomenclature of specialties in the healthcare system and regulates procedures for the conduct and funding of training for acquiring a speciality in the healthcare system. The nomenclature of specialities also defines the training duration for acquiring a speciality.

The National Evaluation and Accreditation Agency accredited the Medical University-Sofia. According to Ordinance No 34, the Medical University-Sofia carries out the theoretical and in some subjects also the practical training for acquiring a speciality in the healthcare system.

The speciality in the healthcare system is acquired on a syllabus executed and after examination in theory and practice successfully passing before the State Examination Commission appointed by the Health Minister’s order.

The Department of Postgraduate Studies and Educational Hospital Coordination at the Rector’s Office organizes, registers, carries out and controls the training for acquiring a speciality in the healthcare system.

TRAINING FOR ACQUIRING A SPECIALITY IN THE HEALTHCARE SYSTEM FOR BULGARIAN CITIZENS

Qualified university medical graduates in professional specialties "Medicine", "dentistry", "pharmacy" and "health care"  can acquire a speciality.

University non-medical professionals can also acquire a speciality if there is a speciality indicated in the nomenclature and if they work in the healthcare system.

According to finding, training is carried out under the following conditions:

1.State funding;
2.Against payment;
3.Admission according to Article 20;
4.Funding from other sources;
5.For foreigners.

The cost of the theoretical and practical training and the correlation between the theoretical and practical training costs for one month is determined by the Health Minister’s order.

The enrollment is done at the Medical University-Sofia and the training is carried out both by the University and by the health establishments accredited for the practical training in the specific speciality.

It is not possible to acquire more than one speciality at the same time.

The European Union member countries citizens, citizens of other countries of the European Economic Area and Switzerland are admitted for acquiring speciality   according to the procedure for the Bulgarian citizens.

Persons with dual citizenship, refugees and foreigners of Bulgarian nationality, have the right to specialize as provided for Bulgarian citizens and cannot occupy the admission places of foreigners.

ENROLLMENT OF POSTGRADUATE STUDENTS

The Medical University-Sofia announces the competitions for postgraduate studies in central and local daily newspapers within three months after their approval by the Health MInister’s order.

The deadline for submitting documents for participation in the competition is 30 days prior to its holding.

The enrollment for acquiring a speciality in the healthcare system is done on the grounds of the competition results.

The competition is announced after the Health Minister’s order and concerns the kind of vacancies for postgraduates, educational institutions and specialities.

The competition is announced, organized and held by the Medical University-Sofia Rector’s Office Department of Postgraduate Studies and Educational Hospital Coordination.

The competitive examination is in writing, anonymous and lasts for four astronomic hours.

To enter the contest, applicants submit an application to the Department of Postgraduate Studies and Educational Hospital Coordination at the Rector’s Office accompanied by the following documents:

1. Notarized copy of the diploma of higher education;
2. Excerpt from workbook or other proof of professional practice if the applicant is not a medical specialist with higher education and work in the healthcare system;
3. A copy of the certificate of recognition of professional qualifications when the diploma was issued in other country in cases under Article 186, Paragraph 1 of the Law on Health;
4. A certificate of membership in the respective professional organization, except
as provided in article 20, paragraph 1, item 3, 4 and 5 of Ordinance №34.
5. Sponsorship agreement in cases when applying for places funded by other source.

For participating in the competition for training for acquiring a speciality in the healthcare system, the applicants pay a fee assessed by the Rector’s order at the Medical University-Sofia Rector’s Office pay desk.

The applicants have right to take part in the competition for different subjects and for vacancies in the health establishments carrying out the practical training for acquiring a speciality in the healthcare system.

ADMINISTERING A STATE EXAMINATION FOR ACQIRING A SPECIALITY

To the State examination for speciality are admitted the postgraduates who have completed the respective syllabus and individual curriculum.

The postgraduates apply personally or through an authorized person to the Medical University-Sofia Rector to sit for the State examination.

For admitting to the State examination, the applicants apply as follows:
From 1 to 31 January for the examination session in May
From 1 till 31 August for the examination session in December.

The State examinations for speciality are administered every year and in two examination sessions: from 1 till 31 May and from 1 till 31 December.

The postgraduates have the right to sit for the State examination only one time in one examination session.

Rights arising from a recognized specialty are effective as from June 1 for persons who have passed the state examination during examination session in May and as from January 1 - to persons who successfully passed the state examination during examination session in December.

REQUIRED DOCUMENTS FOR ADMISSION TO THE STATE EXAMINATION TO ACQUIRE SPECIALITY

1. Application form;
2. Specialization booklet;
3. Proof of professional experience. Excerpt from the workbook with recorded dates and positions held. The postgraduates who are trained against payment submit  a certificate from the hospital where the practical training is carried out of  no financial obligations;
4. Certificates of individual or course training;
5. Copies of operative reports or summaries of operational logs signed by the respective leaders when, according to the curriculum, the completion of a number of medical procedures (operations, manipulations), etc is required.
6. Testimonial from the tutor of the postgraduate student for the practical activities realized during the training and implementation of individual curriculum;
7. Copy of  tuition fee paid receipt  for training when it is conducted on-site against payment;
8. Notarized copy of the diploma of higher education;
9. Notarized copy of the diploma or certificate of other speciality acquired (if any);
10. One picture with sizes 3,5/4,5 cm with the full name on ID card and the speciality written on the back;
11. Two envelopes with exact address for correspondence including the postal code;
12. Receipt for paid fee to sit for the state examination for speciality at the rate of 150 Leva.

SPECIALIZATION OF FOREIGN CITIZENS

Foreign citizens can apply for acquiring speciality in the healthcare system if they meet the following conditions:

1.They are fluent in Bulgarian language and professional terminology in Bulgarian and have medical profession qualification recognized under the Act for  recognition of professional qualifications by the Law on Health Article 186, paragraph 3, item 2 or
2.They are fluent in Bulgarian language and professional terminology in Bulgarian and have successfully passed examination in cases under the Law on Health article 186, paragraph 3, item 3, letter “a”.

The foreign citizens wishing to specialize at the Medical University-Sofia submit to the Department of Postgraduate Studies and Educational Hospital Coordination at the Rector’s Office the following documents:

1. Application form;
2. CV;
3. Health certificate issued within a month before the date of applying;
4. Document of Bulgarian language command and professional terminology in Bulgarian issued by the Ministry of Education and Science in cases under Article 186, para. 3 of the Law on Health;
5. Certificate of recognized professional qualification or certificate of the examination successfully passed under the Law on Health article 186, para. 31, letter “a”.
6. Certified copy of the Higher education diploma;
7. One picture with sizes 3,5/4,5 cm with the full name on ID card and the speciality written on the back;

The documents issued abroad must be legalized, translated and certified.

The foreigners who apply for training for acquiring speciality and have permanent residence permit in Bulgaria, refugees and foreigners of Bulgarian nationality are allowed to specialize as provided for Bulgarian citizens.

The training for acquiring speciality and the state examination are held in Bulgarian language.

The State examinations for foreign citizens are administered by commissions confirmed by the Minister of Health within three months after completion of the syllabus and individual curriculum.

The rights arising from the recognized speciality of the foreign citizens become effective as from the date of issuing the certificate, but not later of one month after the successful passing of the State examination.

INSTRUCTION FOR COMPLETING DOCUMENTS NECESSARY FOR ADMISSION TO THE STATE EXAMINATION TO ACQUIRE SPECIALITY FOR FOREIGNERS

1. Application form to the Medical University-Sofia Rector with indicating the full name on Identity card. Employment, address for correspondence and the personal identification number /Personal number for the foreigner/ must be indicated;
2. In the book of the postgraduate should be legibly recorded colloquia, date, signature and stamp of the establishment, where the colloquium was held. The colloquia are periodically held during the specialization and in accordance with the individual curriculum;
3. Documents certifying the service – excerpt from the employment record card can be submitted prepared by the last employer with dates and positions held according to a model established for the country;
3.1. The General practitioners submit the first and last page of contracts signed with the National Health Insurance Company;
4. Certificates of individual or course education issued by the institutions where it was carried out, signed and stamped by the respective tutors;
5. Copies of operative reports or summaries of operational logs signed and stamped by the respective leaders when, according to the curriculum, the completion of a number of medical procedures (operations, manipulations), etc is required;
6. Testimonial from the tutor of the postgraduate student for the practical activities realized during the training and implementation of individual curriculum. To the testimonial is attached a list of analyses, manipulations, surgery and other activities provided for the respective modules in the syllabus. The list should be signed and stamped by the practical training institution heads - a contracting party to training;
7. Copy of paid amount receipt for training when the training is conducted on-site against payment or is funded by other source.
8. Notarized copy of the diploma of higher education;
9. Notarized copy of the diploma or certificate of other speciality acquired (if any);
10. One picture with sizes 3,5/4,5 cm. with the full name on ID card and the speciality written on the back;
11. Two envelopes with exact address for correspondence including the postal code;

The postgraduates personally submit the documents for admission to state examination to acquire speciality or through an authorized person to the Department of Postgraduate Studies and Educational Hospital Coordination at the Medical University-Sofia Rector’s Office at the following address: Sofia, 15, Blvd Ivan Evst. Geshov, floor 15.

The training for acquiring a speciality is carried out in Bulgarian language.

The state examinations for foreign citizens are administered by commissions confirmed by the Health Minister within three months after completion of the syllabus and individual curriculum;

The rights arising from the recognized speciality of the foreign citizens become effective as from the date of issuing the certificate, but not later of one month after the successful passing of the State examination.

Persons with dual citizenship, refugees and foreigners of Bulgarian nationality, have the right to specialize as provided for Bulgarian citizens.

Persons with dual citizenship, refugees and foreigners of Bulgarian nationality cannot do postgraduate studies for acquiring a speciality in the healthcare system in the quota for foreigners.

Highly Specialized Activities in the Medicine

The Medical University-Sofia Postgraduate and University-Hospital Coordination Department organizes and registers the education syllabus implementation of the highly    specialized activities in the medicine. The education is carried out through common syllabuses approved by the Rector of the Medical University-Sofia. The syllabus implementation is done in the Universities Hospitals, with which the Medical University-Sofia has a contract.
On the grounds of the Academic Council’s decision and Medical University-Sofia Rector’s order No RK 36-157/28 July 2005, a tuition fee is fixed to the extent of 30,00 leva for one school day according to the syllabus.  A certificate of the respective highly-specialized activity qualification is issued to the graduates  after passing the examination before the Commission appointed by the Rector of the Medical University – Sofia.

НА ВНИМАНИЕТО НА ОБЩОПРАКТИКУВАЩИТЕ ЛЕКАРИ

На основание Заповед № РД-09-348/29.06.2009 год. на Министъра на здравеопазването и Наредба № 15/02.07.2008 год. за придобиване на специалност „Обща медицина” от общопрактикуващите лекари, които са открили амбулатория за първична медицинска помощ, Медицински Университет - София обявява конкурс по документи за кандидатстване за специализация за придобиване на специалност „Обща медицина”.

Кандидатите за участие в конкурса подават следните документи:

1. Заявление по образец /предоставя се от отдел „СДО и УБК”
2. Нотариално заверено копие от диплома за завършено висше образование.
3. Нотариално заверено копие на свидетелство (диплома) за придобита друга специалност, ако има такава.
4. Копие от удостоверение за регистрация в съответния Регионален център по здравеопазване по чл. 40 от Закона за лечебните заведения.
5. Копие на договор с Районната здравноосигурителна каса при наличие на такъв.
Съгласно Заповед № Р 1163/01.09.2009 год. на Ректора на МУ-София е определена цена за участие в конкурса за зачисляване за специализация в размер на 60 лв. Документите се подават в срок до 30.09.2009год. в отдел „СДО и УБК” при МУ-София, гр.София, бул.”Акад.Ив.Гешов” 15, ет.12, ст.7 от 10.00 до 12.00 часа и от 13.00 до 15.30 часа.

Continuing Professional Development

The Continuing professional development of the specialists with university education in the field of health is a continuing process starting on the conferred day and continues till the professional activity end.
The regulation No 31 /28 June 2001 about the post-graduate studies and the Minister of Health Order No RD 09-362/16 June 2004 contains the continuing professional development order and conditions.
The Medical University-Sofia faculties organize and carry out the continuing professional development for doctors, dentists and pharmacists and non-medical university graduates working in the health sector.
The Postgraduate and University-Hospital Coordination Department organize courses and individual training for medical and non-medical specialists and bachelors. The Medical University-Sofia Rector confirms the planned time-table devised that is sent to the chief-nurses of the medical institutions in the country.
Application for participation in the thematic courses and individual trainings are accepted by the Specialists and Bachelors Sector. The applicants approved receive a direction card for the course chosen with all detailed indications (place of education, starting hour, fee etc) one month before the course beginning.
The courses and individual training are carried out against payment. The
Medical University –Sofia Academic Council decides about the fees. All continuing professional development courses graduates receive a certificate.
